Deputy Chief Technology Officer (Deputy CTO)
The Deputy Chief Technology Officer (Deputy CTO) is a key technology leadership role responsible for supporting the CTO in shaping and executing SoftConstruct's technology strategy, strengthening engineering excellence, and ensuring effective coordination across the Technology Directorate. The role combines strategic technology leadership, strong technical expertise, engineering execution, operational excellence and people leadership.
The Deputy CTO works closely with Engineering, QA, DevOps/Infrastructure, Monitoring & Operations, Architecture, AI, and Product teams to ensure that technology initiatives are delivered effectively, systems remain scalable and reliable, and the Technology Directorate continuously evolves to meet business needs. The Deputy CTO may act as the CTO’s delegate when required, ensuring continuity of technology leadership, decision-making and execution.
- Support the CTO in defining and executing the Technology Directorate’s technology strategy, architecture direction, roadmap and priorities.
- Translate business and product objectives into scalable technology solutions, clear priorities and measurable outcomes.
- Provide senior technical leadership on system architecture, solution design, technology selection and major technical decisions, ensuring scalability, performance, security, reliability and maintainability.
- Establish and maintain engineering and architecture standards, technical governance and best practices across the Technology Directorate.
- Coordinate Engineering, QA, DevOps/Infrastructure, Monitoring & Operations, Architecture and AI initiatives to ensure effective cross-functional execution.
- Drive engineering excellence by improving SDLC, CI/CD, testing, code quality, release management, developer experience and engineering productivity.
- Partner with DevOps/Infrastructure and Monitoring teams to strengthen system reliability, observability, availability, performance, resilience and incident management.
- Identify and manage technical debt, architectural risks, system dependencies and technology modernization initiatives.
- Establish and monitor technology and engineering KPIs, using data to improve delivery, quality, reliability and engineering productivity.
- Support the adoption of AI, automation and emerging technologies across engineering and technology operations.
- Evaluate and recommend technologies, platforms, frameworks, tools and strategic technology investments based on business value, technical feasibility, security, scalability and cost.
- Partner with the CTO on technology organisation design, leadership development, strategic hiring, capacity planning and succession planning.
- Lead, coach and mentor technology leaders and contribute to a culture of technical excellence, ownership, accountability and continuous learning.
- Ensure strong collaboration between Technology, Product, Business and Operations, translating complex technical topics into clear business implications, risks and recommendations.
- Lead high-impact cross-functional technology initiatives and represent the Technology Directorate in strategic discussions when required.
- Act as the CTO’s delegate when assigned, supporting executive-level technology decisions and continuity of technology leadership.
- 8+ years of experience in software engineering, technology or related technical roles, including 3+ years in senior technology leadership or engineering management (required)
- Proven experience leading multiple engineering teams, technology functions or complex cross-functional technology initiatives (required)
- Strong understanding of software architecture, system design, distributed systems and scalable application development (required)
- Strong knowledge of modern cloud and infrastructure technologies, APIs, databases, networking and containerization (required)
- Solid understanding of DevOps, CI/CD, Infrastructure as Code, observability, monitoring and production operations (required)
- Strong understanding of software quality, automated testing, secure software development and application security (required)
- Experience with modern architectural approaches such as microservices, event-driven architectures, asynchronous processing and high-availability systems (required)
- Ability to evaluate and challenge technical designs, architecture decisions, technology stacks and engineering approaches at a senior level (required)
- Experience managing technical debt, system modernisation, legacy transformation, scalability and performance optimisation (required)
- Experience using engineering and technology metrics to improve delivery, quality, reliability and productivity (required)
- Strong understanding of AI/ML concepts, AI-enabled engineering and automation, with the ability to evaluate practical technology use cases (required)
- Strong analytical, decision-making and problem-solving skills, with the ability to balance technical excellence, delivery speed, business priorities and cost (required)
- Excellent leadership, communication and stakeholder management skills, with the ability to work effectively with engineers, technical leaders and executive stakeholders (required)

- Experience working across or closely with Engineering, QA, DevOps/Infrastructure, Monitoring/Operations, Architecture and AI functions (required)
- Hands-on experience with cloud-native architectures, distributed systems, microservices, event-driven systems and high-availability platforms (required)
- Experience with AWS, Azure or GCP, containerization and orchestration technologies such as Docker and Kubernetes (required)
- Experience with modern engineering ecosystems including Git-based workflows, CI/CD platforms, automated testing and infrastructure automation (required)
- Experience with SRE, observability, incident management, performance engineering and operational maturity (required)
- Experience implementing engineering performance frameworks such as DORA metrics and technology health indicators (required)
- Experience working directly with CTOs, CEOs or executive leadership, including acting as a technology executive’s delegate or second-in-command (required)
